Who is responsible for the water bill?
- Landlords of single-family residential rental properties may retain responsibility for the water bill, or your tenant can apply for service.
- The tenant must have a signed lease agreement for at least a six-month period and must complete an Application for Water Services or they can contact us to receive a copy via fax or email.
- A tenant in a multi-unit dwelling must have an independent service line to become an Aquarion Water Company of Connecticut customer.
- Landlords retain responsibility for the water bill if:
- A dwelling is serviced by one service line with an adjoining dwelling (duplex)
- A multi-family dwelling is serviced by one meter
What happens when a tenant moves out?
- When a tenant contacts us upon moving out of a property, we will automatically place the account back in the landlord's name, unless instructed by the landlord to shut the service.

- Landlords of commercial properties may transfer the account into a tenant’s name if there is a current lease for at least a six-month duration and the commercial unit is separately metered.
Security Deposit Requirements for Tenants
Residential Single-Family Tenants and Commercial Tenants
- Residential single-family and Commercial tenants must provide a security deposit of $100.
New Multi-Family Property Owners
- New multi-family property owners must provide a security deposit of $300.
- Multi-family residential properties include, but are not limited to, assisted living facilities, dormitories, group homes, apartment complexes, high-rise apartments, and condominiums.
Refund of Deposit
- When an account with a deposit has maintained an excellent credit rating (no late notices or fees) for one year, the deposit plus interest will be credited to the account at that time, or upon final termination of the account with Aquarion.
- Aquarion will not refuse to provide utility service to a residential customer who lacks the financial ability to pay a security deposit as defined under Sec. 16-11-68 Customer Deposits of the Connecticut Agency Regulations of Connecticut’s Public
Utility Regulatory Authority.
