Water Quality Scientist

The Water Quality Scientist plays a key role in ensuring that the department fulfills its mission to maintain compliance with water quality regulations. The water quality scientist is responsible for quality assurance functions (1, 2, and 6) on department processes whose purpose is to ensure compliance with the EPA and DPH water quality monitoring requirements and compliance with water quality contaminant limits. The Water Quality Scientist also has responsibility for monitoring program implementation functions including the scheduling of sample collection and testing (4, 7, and 8) and also for compliance reporting (3 and 5).

Principal Responsibilities & Activities:
  1. Directly responsible for identifying water quality excursions in 70+ public water systems based on review of water quality exceptions data, and for obtaining a determination from the Water Quality Coordinators about any action needed to address the issue.
  2. Directly responsible for continuous compliance with regulatory monitoring requirements for 70+ public water systems by ensuring that sample scheduling and receipt, testing, and reporting of results to the compliance agencies are complete and accurate. This is based on review of various quality control reports including Threshold reports, Tally reports, Incomplete Test reports, and Samples Not Collected reports.
  3. Directly responsible for issuing the monthly compliance reports to CT-DPH.
  4. Directly responsible for the daily activation of sample runs and for making sample run schedule changes as needed in the department Laboratory Information Management System (LIMS) for the 70+ public water systems in CT.  Assists with the scheduling of sample runs for CT systems in LIMS. 
  5. Directly responsible for scheduling samples and tests and for activating samples in LIMS for the MA and NH systems.
  6. Directly responsible for the preparation and proofing of water quality data tables for the Consumer Confidence Reports for 70+ public water systems. This includes performing complex calculations of flow weighted averages for various water quality parameters and ensuring that the water quality data tables are complete and accurate.
  7. Directly responsible for ensuring that all compliance sampling locations and sample site plans for the Lead and Copper Compliance program meet all regulatory requirements for completeness and accuracy.
  8. Directly responsible for managing the WQM department portion of the Lead Service Line Replacement program to ensure that the follow-up lead monitoring has been completed and that customers have received their test results.
  9. Performs other water quality management related duties as assigned by the Manager.

The successful candidate will have a B.S. in Biology, Chemistry, Environmental or Water Science programs and a minimum of three (3) years of experience in water quality management, drinking water laboratory analysis or other related discipline required. Excellent planning, organizing, analytical and communication skills required. Ability to utilize Microsoft office products and company’s LIMS, GIS and SAP programs.
